Enchanted Kingdom is such a Third-World theme park. It does not have a paging system and insists that everything on its P.A. system is "pre-recorded". When someone is missing, the guest relations officer, who seems more interested in acquiring group bookings than extending service to patrons who have already paid up, will always tell reporters of the missing persons that their "procedure" is to obtain a description of the missing person and then relay that to guards stationed about.
What if a fire suddenly broke out somewhere? How would they inform the crowds which places to avoid? A PUBLIC PLACE WITHOUT A PAGING SYSTEM IS LIKE A BUILDING WITHOUT AN EMERGENCY EXIT.
Every case of a missing person is a UNIQUE case, and no "procedure" should apply to it.
